represent the interests of all sectors of our community but especially those on low and middle incomes. I have consistently tried to hold ministers to account for their actions in question time and in Scrutiny. As Chairman of the Economic Affairs Scrutiny Panel, I believe I have set the gold standard for the rigour and accuracy of my reports. I have also worked on scrutiny of Income Support and Migration, both of which give cause for concern.
For the past 5 years I have sought to drive forward the reform and modernisation of our governmental and electoral systems. I believe I have gained a good reputation for well researched policies and for speaking my mind. I am proud that the electors of No 2 District, those who know me best, voted me top of the poll in the senatorial elections last month. I ask for their support once more.
"The people of St Helier have been let down badly over GST and the waterfront. Now we can use our votes to bring about real positive change. The time has come to vote out the politics of spin, and to vote for honest representation."
Four fundamental principles will guide my actions for the next 3 years as I work to build a consensus for reform within the States: 1. Fair taxation – an end to GST 2. Government & Election reform 3. Population / immigration control 4. Social justice – Review of Income Support 5. Fair taxation
I know that GST is hurting many families. It hurts the poorest most. The compensation on offer is inadequate. I have always opposed GST and supported progressive taxation. I will propose a balanced programme of measures to eliminate GST over a 3-year period. This will include careful examination of potential yields from:
Government reform I proposed votes for 16-year olds in 2005. In 2009 I will again propose a package of Clothier reforms. This will include a general election; direct voting for the Chief Minister; an end to the dual roles of the Bailiff and the Attorney-General and a complete overhaul of the registration and voting systems. Where proposals are contentious, I will seek a referendum.
Population & Immigration We need a truly sustainable population policy. The Council of Ministers has allowed rampant economic growth of 7%. This, in turn, has resulted in population growth through runaway immigration, with 40% of new jobs taken by immigrants in 2007. This cannot be allowed to continue if we are to protect our environment. We cannot sacrifice the town to high-rise, high-density development in order to keep our green fields. I will seek an alliance between town and country to unite behind sensible limits to growth. I remain opposed to the massive high-cost incinerator over smaller modular alternatives. Recycling, not burning is the answer.
Income Support It is clear to me that we need an urgent review of Income Support. Income Support does not provide incentives for people to save or to work and has left many pensioners in poverty.
